The Old Town inside the walls is magic at dawn and after 9pm, but small, expensive and stair-heavy: think Prijeko and Od Puca, boutique rooms from about $180 even in April. Ploce, just east of Ploce Gate, gives you sea-view four-stars around Frana Supila street from $220. Lapad peninsula, 15 minutes on bus 6, is the family choice: pine-shaded promenade, Copacabana and Sunset beaches, three-stars from about $95.

In the shoulder and off-peak months (November to March, excluding Christmas week), family-run rooms in Gruz and Lapad drop to about $45-70 a night for a double. Three-star hotels in the same areas run $80-110. Inside the Old Town walls, expect to pay double even in winter, since the small stock never really discounts.
Late April to mid-June and September into October give warm swimming, quieter walls and rates around 30-40% below August peak. July and August are hot (30C+), packed with cruise crowds, and hotel prices routinely triple. January and February are cheapest, often under $60 a night, but many restaurants on Stradun close.
For atmosphere, sleep inside or just outside Pile Gate in the Old Town, but expect $200+ even in shoulder season. Lapad, a 15-minute walk to Copacabana Beach, suits families and mid-budgets around $90-140. Gruz, near the ferry port, is the cheapest base and handy for Elafiti island day trips.
Libertas city buses (lines 1A, 3, 6 to Lapad and Babin Kuk) cost $2.30 a ride from the driver, or $2 pre-bought at a tisak kiosk. The airport bus to Pile Gate runs about $12 and takes 30 minutes. You do not need a car for the city; only rent one for Peljesac or Konavle day trips.
Two things. First, cruise ship schedules: on days with three or four ships docked, the Old Town is genuinely unpleasant from 10am to 4pm, so walk the walls at 8am. Second, the Dubrovnik Summer Festival (10 July to 25 August) spikes hotel prices 20-30% overnight. Book before March or shift to early July.
